Using tax and licensing proceeds from a legal adult-use market to fund an independent regulator could lead to ‘disaster’, campaigners for reform in Australia have been warned.

Speaking as part of the Penington Institute’s Global Perspectives on Australia’s Cannabis Future webinar series, US-based drug policy expert Professor Jonathan Caulkins insisted it was crucial to have the regulator in place to work out the rules before building the industry.
